Gun control will never be passed in America for the same reason that certain diseases will never be cured or why you'll only continue to see inflation in your lifetime instead of deflation: It's simply bad for business. If there were no gun crimes, a large majority of law enforcement would cease to be of use and unemployment would be way higher or equal to that of The Great Depression.
This concept was also similarly examined in the 2000 A.D. comics featuring Judge Dredd. Unemployment was incredibly high because the robots took all the jobs and didn't require payment, hence the incentive of hiring them.
