Critical Thinking.

Anti-Vigilante Legislation in comics, as seen in "Watchmen" or "Civil War" work thematically, but are a bad joke when you really think about it: The heroes have no incentive to listen, seeing as how they were always outlaws to begin with. What they do, as superheroes, was never legal to begin with so why would they ever require anyone else's approval to do what they've been doing for years?

It can't be because of potential backlash from law enforcement because they've always run from the police anyway. And it can't be because of the opinions of average civilians because if that was ever a factor then they never would've worked outside the law either. They may look down on him but no superhero is better than Frank Castle at the end of the day.
